Frank, i take it youve ruled out the Scots :D
My interpretation of the photos, is that it may have a rough powdery texture, which i think
ive seen on modern Spanish or similar :P
whatever, it doesnt appeal to me, i,m not sure why :huh:

don't know about the rest of the vase but the pontil is polish, chinese or romanian.

They should take the offers being made  ;) , see published Q&A. I'd be disinclined to Chinese attribution but East Europe seems very likely.

That finely ground but unpolished pontil also appears on several of my turn of the century (19) ish pieces - most of which are probably Bohemian. And the bulging rings are seen on 1930-50s type stuff
