I have had several sugar/creamer sets that were similar to this, and most roads point back to England for origination. I suspect the piece is quite heavy and would be considered flint/leaded glass. As far as the pattern name, I don't think it has been discovered. Not sure of the use, other than 'tazza' is an accurate description. In the US, it might be called a 'jelly'. Too shallow to be a sugar during the time period it was made (1850s). nice piece!
