Just thought I would pop back in and let everyone know that the little epergne has been identified. It is called RIBS AND SCALLOPS, and appears in THE COLLECTORS ENCY. OF MILK GLASS by Newbound, pg. 55. The piece is shown in blue opaque glass, identified as Vallerysthal/Portieux, and the blue version was identified by a 'PV' paper label. No date of production was given. Others have forwarded pictures of the piece in white milk glass, and a clear example that either is 'sick' glass (long term damage from moisture) or it was made to look that way. I don't own the pic, so I cannot share.
