Lacy plate with image of a man. Who is he?

Any thoughts about this little plate would be appreciated, and who the distinguished looking gent in a large bow tie could be?

It looks very much like a photographic portrait taken by Charles Parker.

Presumably it's a commemorative piece dating back to either his inauguration or after his death, so it's quite an old piece.

Now I wonder who made it?
