I am not even sure that he is made from glass! And his eyes are grotesque. The rest of him has been in the wars. He does have a stand to rest on.  

But he must be glass there is nothing else that I can think of, that would have his qualities.

I go for patte de verre but am prepared to fall flat in my face here!

The blue only shows itself when the light falls at the right angle.
T'was for that reason that I was enchanted and so possess a bashed fish, with barely a fin to stand on.

Perhaps it's a mineral like "Blue John".

Though it's eye's look like glass so perhaps the rest is glass.

It's a lovely fishy Ruth.  It looks rather like blue pearl granite to me.  I'd have said this is what it is, but I'm not sure you can carve granite into something this fine...  :?
