Given that folks travel it could be either, but I just think that someone like the Aussie Chaplain may have been more likely to have inspired such a thing - especially given that it says "popular" on it... the Aussie one certainly seemed to have been hugely popular.  Perhaps someone in Australia may be able to add more about him/the tankard?
