Steuben (?) Fish Figurine or What?

This little piece (3.5 inches/6 cm) has got me stumped.  Quality and design remind me of 1950s Steuben, although it's unsigned and they were really good about signing crystal figurines.  Apart from designer, I'd also like to know what it's for.  Cannot be a bud vase, because the water would flow out due to downward tilt of the opening.  Maybe it once had a stopper, but that makes no sense either because there'd be no room to store anything due to shallow depth.
Any help would be appreciated.
