English ? Finger Bowl ? Help ID Please

This has been sitting on a shelf for years with the assumption that it is English..... Other than that assumption, which may or may not be correct..... nothing is known about it..... came from an auction lot where I was chasing a different piece of glass with it.   It measures around 5 inches across and 3 inches deep. Nice glass with a polished pontil.  Probably had an under plate with it originally??
