Art Glass 'thing' - Planter?

Any ideas on whether this piece has a purpose, or just pretty?  Also any ideas on maker?  Blue glass cased with what seems to be the marbled layer, and then clear over the top of that.  Tallest part measures 11 inches.

Modern, probably Chinese or Romania rather than Polish. It's an artistic thing – big holes in big things seems to be "wot we want", apparently  ::)  :24:
