Recognize this little guy?

Hi there,
Does anyone recognize this little chappy? He's 20cm tall and has flat polished shoes. Found with some Scani pieces, so maybe he is too? Pukeberg perhaps? Thanks!

Sorry I don't know anything about him except he reminds me of Morph! ( A plasticine animated model that Tony Hart had on his tv art programme). My daughter loved watching him.   :D
