Small Yellow Bowls

I've been wondering about these for ages - I have a pair of these, measure approx 4 inches across, cased in colourless glass.  Any ideas as to use and/or maker?

They look like finger bowls but could equally be dessert bowls. Are you saying there are three layers of glass: white, yellow and clear? Seems a trifle OTT if so.

Sorry, the inside is cased in colourless, so clear, white then yellow.  They seem too small for finger bowls - more sort of butter dish size or something, but this seems like a lot of work for such a use!

The hard circular line makes them appear to me that they are missing a metal frame or holder of some kind......  Possibly a form of relish or part of a sweet meats set.
