Please help ID vintage 1940's perfume bottle

While waiting to go in at Kempton Antique Fair I was asked if I could help ID this (I think) character perfume bottle by a lady I know quite well while queuing up, she said it was given to her by a friend, I do not have a clue and said I try the GMB.

As the lady only sells via a unit in a small shop and does not use the internet I said I would sell it on ebay as she said she wanted to give any money made to charity .

The man stands 3.5" in height, he does have and RD No on the base but the first number is very difficult to read, I think it may be either 879229 or 979229, he also has a RD No 787642 on his Hat which is made of either plastic or bakerlite
