I have something in similar colours that has been ascribed to Boulton & Mills, so your initial thought that it was Stourbridge was probably correct.

These are typical Portieux colours introduced circa 1812 and have been in production since. Also known as the service George Sand, in latter years reissued by Passavant la Rochère. Many French glassworks (such as St. Denis and Sèvres) have used this colour combination.
