Ice bucket? with bullrush pattern.

I think this is an ice bucket but not too sure. It has a simlple pattern of bullrushes  and leaves cut into it. It has applied handles and gives off a lovely ring when tapped. 5 inches tall (13cms) 5 and a quarter inches (14cms) across top of the bowl, Star cut pattern on base.Any  thoughts on this please.    Cheryl.
