little red vase with applied strapping any ideas on maker

hi all
i recently picked this little vase up, not sure who its by, the shape reminded me of a scandi piece but the strapping put me off that idea. I think its quite modern probably within the last 10-20 years. is it modern chinese??
made from red glass with a clear glass base, around the lower part it has applied clear glass strapping.
Stands at 11.5cms tall, 9cms diameter across the top, the base is flat and well polished with very little sign of wear.
any ideas people??

its quite an attractive piece, i'd hazard a guess its modern , maybe eastern Europe?
