I'm convinced it's Edward Clarke of Taonga Glass.   See his 2008 sculpture Seahorse Cove.   The body of his seahorses is an identical combed opaque white on clear, and the tooling on the knobbly fins matches the two collars on my vase.

What do you think?

...   and I wonder how one of his vases arrived at a little village hall antiques fair near Milton Keynes?
