Definitely a syrup dispenser (or for cream, or milk but a dispenser).....wonder *IF* it might be a Davidson pattern (??) Wild guess...

I was watching 'Blue Murder' tonight and her boss used a sugar dispenser that looked like the twin for this, a straight solid metal spout sitting on top of the glass. He wasn't eating pancakes or adding cream, so this piece didn't make an appearance. But I'd guess British, surely, and defer to Christine and her creamer id. I can't believe that with all that glass you pour milk out of the carton (just like me).

The sugar dispensers I remember from childhood were designed to only allow 1 teaspoon per pour, but then some weren't so you couldn't trust them.

The on on tv was obviously designed for police forces as it had a straight tube coming out of a domed top, allowing the pourer to have a nice cup of sugar with some tea in it.
