green ashtray with fish picture

Hello all,     I have this green ashtray (non uv reactive) with a nice picture of a fish in the bottom. It would be good to know the maker, but the real question I have about it is what are the two holes in the rim for?  I have put some paper in the holes on one photo to show where the holes are. Also what is the raised lump on the rim for?    Thank you Cheryl.
