Decanter - Silver Plated Neck and Hand blown Stopper

Hi all, I purchased the decanter from Charity Shop in Hammersmith.  The decanter has a silver plated neck, slightly worn.  I am not sure whether the plating is on plastic or metal.  The decanter measures 30cm in height, 6.1cm dia. at the top of the vase and 14.2 at the base dia.  I have tried to find any information as possible related to this piece and not having much joy.  The decanter including the stopper are all blown glass.  The stopper is not like normal stoppers that are solid.  Can anyone identify this please.  Many thanks
