A rather strange lampwork sculpture.   What is it supposed to represent?

Hajdamach II discusses independent lampworkers in the Stourbridge area - can this be attributed to one of them?   Who was it made for?   Stevens & Williams?   Dates?

I would have said not Victorian   :o or earlier Stourbridge. Modern Italy or indeed anywhere 20th C. Lampwork is/was made everywhere.
