I have amended the title of the thread to make it more meaningful.

Could you please give the dimensions of the weight - diameter and height.
A side view photo would also be good to see. :)

A guess at what it says, apart from 1999, would be good as well.

The paperweight is kidney shape and measures 14cm x 8.5cm x 5cm high and weights 860g.

I have received the following comment from a friend who is a GMB reader but not a registered member:

I have also taken the liberty of creating an enhanced version of Kalin's photo of the base in the hope of increasing the chance of reading the script. See below.
