Small red cased vase

Hello,   can anyone give me some info on this small red vase 5 and a half inches tall (14cm) The bowl at the bottom is heavily cased in clear glass. How is a vase like this made? The base is polished flat and shows some signs of wear.     Thanks as always Cheryl
