Teal Blue Cone Vase With Unusual Textured Base

Has anyone ever come across a vase such as this, with this type cased base?  The vase measures 10" inches tall.  I'm pretty sure it is fairly old, as there are quite a few surface scratches on the base.  Any information is truly appreciated.  Thank you.

Not sure if this helps, but I had a similar tapered vase a few years ago which l was led to believe was Scandinavian.  This may or may not narrow it down a little :huh: ;)

I am throwing this out there again in hopes that someone may have come across these types of vases before.  I found another one today, but in a cobalt blue, cylinder shape.  I will post a photo of it soon.  I just wanted to pull this out of my archive of posts.

Not much help, but I have seen a few of these here at the fleamarkets (usually they have some flowers engraved).
My guess would be rather German than Scandi, but no idea of the maker...
