Black and white in paperweight ?

This paper weight has a black and white pattern in the globe, i am not sure of attribution any help is much appreciated. The base semi matt and ground flat. 2.125 inches dia and 2 inches tall.

Hi.  The general shape, and the design concept of pushing a bubble into a thin frit layer reminds me of the Indian '3 flower spatter pattern' weights. As does the base. But I have never seen one with a vivid black and white background.
