Pieces similar to this seem to have been made in a variety of places. I've got two reasonably similar pieces that were identified as Chinese. The red one seems very similar to yours (especially looking at it "in the glass"). The base is finished but quite untidily. I'm not totally convinced they're Chinese yet.

I had a similar shape one like the white & yellow piece of Davids. Mine was white inner layer, blue outer layer with gorgeous orange swirl/drizzle pattern over the blue. This was encased in a clear glass. I sold it some years ago (unfortunately) but for a tidy profit and have lost the pics of it  >:(

I didn't think it was Chinese though. Maybe Japanese. I think the quality was to good for a 70's piece of Chinese glass in my opinion.
