Sorry to keep bumping this post. I just saw this on eBay this morning.

It kind of reiterates that the glass tray shown in pictures of both set 162 and 163 seems to be a match to both sets - (contrary to what my OCD wants to believe). If that's true, would it necessarily mean that 162 and 163 were made by the same company?
