Georgian? Heavy Crystal Cut Decanter

I am assuming this is English although I am not particularly good on cut crystal.  It's 10.5", very heavy and am I correct in thinking it's actually a claret jug because of the large lip?  Any idea of age too please?

The difference between a decanter and a claret jug is a claret jug has a handle, I believe.

A question about design considerations ...

... Why have both a handle and neck rings? For a decanter, the neck rings would have provided good support in use. But for a jug with a handle?? Was it just fashionable in days past or were jugs intended to be lifted by both the handle and the neck?
