Looking at the silver marks, more than likely going to be continental. Scandinavian is also a possibility.

Possibly an odd question, but did you buy it from Hemswell market?

Ah, this was probably mine then - I shifted it at Hemswell last weekend in my bi-annual attic clearout.

My own instinct was that it was, once, a taller vase that had been broken and then ground down because the rim cuts right through the textured pattern. I also felt that the silver base was a later addition, possibly also to mask further damage.

The design is very familiar, but I never bothered to spend time looking into it because of my concerns mentioned above.

I don't know what it is, but the colour and the geometric patterning 'remind' me of Ruda Glasbruk pieces I have seen. However, I've not seen any in person that I can remember and I think they seem to be thicker glass somehow, and I can't see your pics that clearly to compare.  I wonder why someone would put a solid silver casing on a vase that was damaged?  It would have to have some special significance perhaps?  either a good piece that once was, or sentimental value maybe I guess.

My first thought was Ruda..........as you say the photos aren't great , the colour is ruda "ish" too! But the Silver base seems out of context somehow!
