Large glass lamp base - Hinks patent

I have a large cut glass electric lamp base with the words 'Hinks & sons patent' &  'J Holgate & Co 20 St Mary's Gate Manchester' on metal collar. It is almost certainly early 20th century given the bakelite lampfitting.

It is 40cm tall (excluding electrical fitting) & the base is 20 cm in diameter.

I have found links to Hinks oil lamp patent but nothing electrical - does anyone know more about his electrical patents?

Is J Holgate a retailer or maker?

Can anyone date it and suggest who made the glass?
