Easter who dunnit

7.5-in blown vase with satin finish and rough pontil mark. No other marking. Quite thick glass.

Who dunnit and when? I know the answers but I'd be interested to hear what anyone else thinks (but not Sue if she can remember the answer).

I'll have a punt  -  the outline shape of the 'white' markings look almost Maltese? (Mtarfa'  ish)
