green art vase cased

Hi, this green vase is 1.4kg and 14 inches tall. It it as though it has been turned inside out so to speak, in so much that the inner core is a bright streaky / mottled glass and the outside is as though it has been cased in a satin type finish glass. The base is matt flat with no ground finish.
Any thoughts on this piece  please.
