I don't think it is Kosta.  It has features similar to the Sunflower series - notably the base of the Sunflowers had that sort of vertical grooving - but the head was wider than the base.  The other area where it diverges is the "fingers" themselves - in Kosta Boda the fingers are smooth and very rounded at the ends.

By the way I suspect that you should turn it upside down - it would be much more stable - a plus for a candlestick.  The typical candle holder uses tealight type candles which would be set in amongst the fingers.
