I suspect this is floristware and a moulded pseudo cameo effect.

On the general theme of black and white, cut and geometric, I have a Portmeirion "waste paper bin".
(massive beast - 7.75" diameter, 10" tall).
(Sorry about the slightly fuzzy pics - the camera doesn't like being on the "plain" flower setting, and I had to use that setting as the bin is too big for the "small" flowery bit).
It is definitely cut - it's sharp!

Quite likely unrelated but this finished on ebay the other day and the seller states it has a label from John Lewis and is also cut (seller also has a similar pair that have finished):
