I don't know. Whatever they are they are not cameo; no glass has been cut way to produce the design.

I agree, they are enameled.
They are certainly hand painted.
Where it is thicker white, you can feel the raised enamel.

I have been looking at the labels as hard as I can, lol, and did find something interesting.
The 2nd vase has the same label, and I was able to make out a number "3561" and the word "Rose".
The other label (which I have posted) says "3651".
I think I am not the only one who was dyslexic!
