I think French is distinctly possible as is a lamp-base. I would also suggest that it is post WW2 maybe 70s. I have seen these before and I am sure as new... as I used to visit Paris a lot in my dealing days then that is most likely where I saw them. In the 80s they sold a lot of lighting that was loose reproduction of past-times.
