Can Anyone Tell Me What This Is and How Old?

I have this piece. I think it is glass, not crystal. What type of glass is it? Age? I thought maybe it is a toothpick holder, is it or no? It measures just shy of 2 1/2" tall. Thanks

It looks like cut glass, which probably means it's lead crystal
