I don't know whether it's original decor or not, but cold painted doesn't necessarily mean not professional, but it is less common. Is the enamel translucent or opaque?

thanks  -  I hadn't realized that true enamel paints included ground glass - and have again attacked this piece with a thumb nail, and yes, under pressure the paint does shift, and looks a little translucent.    Nonetheless, there are in places the remains of some original gold paint (has that centuries old faded and very thin look that I've seen before) - so probability is that the colours were a later amateur addition.   Will probably keep, as I don't have a lidded tea mug, from that part of the world. :)

to be honest, one of the first words that came into my mind when first I spied this was........'Iznik' (Turkish) - it seemed to have a slight middle eastern pallete, and the abstract design seemed to rings bells.    But I'm convinced now that was just a Freudian sort of something or another, and Frank is, I'm sure, 100% correct with eastern Europe. :)
