I suspect this is possibly 'modern' but does anyone have a clue from whence it came or have seen similar on the net etc please?  and which way up should it be  :-\  I've searched  as many of the Polish glass sites as I can and some of the Chinese productions but not seen anything similar - the 'mottled' effect is not 'spatter' glass as I know it, it's a cloudy powdery type way it's been done, painterly rather than splotchy if you know what I mean?
Measures 10" or 25cm wide and is about 4 1/2" or 11.5cm tall.  The rim (base or top?) is ground and polished very nicely done.

Well the colour is applied with frit, i.e., powder. Splotches are more likely to to be chips.
