Help identifying this enamel decorated ruffled bowl

Hello all - I recently acquired this lovely satin glass bowl at a local auction.  I'd love opinions on it's country of origin and possibly the maker.  The auctioneer called it Webb, but I'm sure it's not.  Looks more American to me, but I'm not sure.  Anyway, pics are at this link

I agree American or Bohemian, and very nice. What does it say in the pontil mark?

Thanks!  I fell in love with it.  It says Kl. 269. Or possibly KC. 269.  The second letter could be either a lower case looped L or maybe a capital C.  Also, if you click on the pictures, Picasa will enlarge them so that you can see more detail.

I see these from time to time, as I get inquiries for folks who think these were made by Fenton (they weren't). I agree that European in general or Bohemian in particular is a good estimation of their origins.

Hi

the inscription is very close to Harrach inscriptions

-but I think they usually only have one letter and then three numbers
