Unusual Glass - Help with identification Please

Hello Everyone and am really hoping that someone can help with this item.  It's base colour is rich amber and it has darker spatters and gold aventurine in small pieces that make it slightly sparkly.  I bought it off someone as a "bowl" but having stared at it for hours I am not even sure I have it the right way up!  I am now thinking perhaps it is a base for a larger bowl as the little bowl on the top is so out of proportion?  If I turn it over so that the flat part is on the top you could easily stand something onto this.  it has been made in sections.  The base and bowdy look like one piece and the body is hollow.  The bowl has deffinitely been joined on.  It is 20cm tall/8 inches.  I really appreciate people looking at this and thanks toanyone that can help.  best regards  Markus.
