Yes that looks like Loetz Rubin Papillon OK -the rubin refers to the purple/red colour of the glass and the Papillon the butterfly effect on the surface. At a distance these always look like Cobalt Papillon ie on a blue based glass -which is much more common.
From memory it also comes in Creta (green), Candia (amber) and a rare Yellow -I have also seen a white version -but that might not have been true Loetz Papillon.
Probably dates to 1898 but some of the colours were revived in c1920
