Tapered Chimney Shape Blue Vase with White Ribbon Trails

This is a tall tapered chimney shaped vase in a clear blue with white ribbon trails that all meet up on the underside base. Quite tall at 34cms (13.5") and 15cms (6") across the base tapering to 9cms (3.5") across the top. Polsihed pontil, though not entirely polished out. Some base rim wear commensurate with age and use. Weight is just over 1.5 kilos I would appreciate any help in identifying this piece. Thanks Chris.
