Blue Hooped Vase with air bubble texture

Hi, can anyone help me to identify this heavy chunky air bubbly blue vase which has a rounded top edge and polished pontil mark. It measures 31cm tall. Would love to hear from anyone who knows anything about it, purchased off Ebay as Studio Glass. Would be very grateful for any words of wisdom. Thanks.
