the horizontal clear ribbed mould effect reminds me of that on the top little posy vase in this link.  I have seen this posy vase in the same yellow and white decor of your vase.

I had a hyacinth vase in the same decor as my posy vase with the ribs and it matched a hyacinth vase I believe, that was Welz.  Therefore I deduced my posy vase was Welz.  Therefore the yellow and white spatter one which was the same was probably Welz.  And your vase bears many similarities in the making so I guess could probably be Welz  ;D but don't quote me on that.

Hi Keith......  I think this is likely a Welz piece. The type of horizontal ribbing on the main body of this piece is found on a basket I believe is theirs and also a couple of other small shapes.  I am not 100% sure though..... I think there are a wide variety of companies that did a similar style of glass.....  I would lean strongly towards Welz here though.... IMHO, more likely than not.....
