Intriguing yes but a fresh batch I don't think so,I have seen a few of these over the years and they appear to have a little age to them I have also seen un engraved examples, some very large ,unfortunately they have been offered by Auction houses who should know better as early baluster glasses,when informed they are always withdrawn from sale,someone once said they thought they could be Stevens and Williams ,I don't think they were made to deceive, as you correctly say the oak leaves and rose combo is odd , yes you will find oak leaves on Jacobite glasses but not in this combo , the rose is also not a form seen on any period engraved Jacobite's so I think they are probably an early 20th century re invention of a Jacobite glass.
