Rare/Practice perthshire?

Hi ladies and gents I was just curious about this piece here.  I cannot find another Perthshire Paperweight with only 3 rings...all the miniatures have four.  I also do not see any P marking, and the sticker on  this one says Crieff Scotland.  Not sure if this is a real old piece or if its rare or even a practice piece.  I am new to this and hopefully followed proper protocols.  Thanks!

Sorry for the resolution of the photos, ugh, the green canes have blue tops with a larger white circle in them with another even smaller white circle inside of it looks difficult!

It is a PP3 from the 1968 to 1973 period - they only had 3 rings of canes.
