Stuck Glass Stopper

This question isn't peculiar to Scandinavian glass, but it is about a Mona Morales-Schildt perfume bottle with a stuck stopper. The stopper is not only stuck but it is broken off below the level of the lip of the bottle. I tried penetrating oil and boiling to try to loosen it. I'm considering heating it with a torch. Any suggestions for this impossible problems? Thanks!

A possibility is to take it to a machine shop and have it drilled out slowly.  You need to be careful about heat build up but they should be able to do it quite simply.

That procedure is quite common with bolts, etcera that snap off.
