I/D for Swirl P/W ?

Hi, I have been trying to find the artist that produced this swirl P/W, it is signed on the base and looks like Paul ?.
It is 3.125 inches dia and 2.750 inches tall with a broken off rough pontil mark.
Any help would be great.
