I think it is an IRENA vase from Poland.  The factory apparently only started producing in 1973.  I have seen aluminium foil/paper labelled very conventional trumpet vases etc. with such a label.  I see no reason why they would not have tried to make non-standard designs and perhaps they still do.  More likely, to my mind, is that it did not make money so production ceased after a relatively short time - hence the unusual way of marking and its not being readily recognised.

I think I found her.   The signed vase is Irena she is  cutglass vase maker from Poland and has been making cutglass for sometime.  Thanks a bunch sometimes you just got to keep trying.  Can anyone tell me what is may be worth?  I have seen some pieces appraised for $300.  This is also one of her larger pieces an maybe a signature addition.  Newer pieces have labels. Thanks

"She" is a glass factory in Poland, not an individual, I think? Valuations are of little use as it depends on too many variables.
