Bowler hat green optical bowl / vase unknown designer

It has been a while since I have posted.  I wonder if anyone can help with the ID of this 15 x 8cm bowl / vase with a ground pontil mark?  It is green to aquamarine.  I hope someone can help.
The base does not contain a controlled bubble but has a lens cut into the front, which I have tried to show in the second picture.
There is a stamped mark on one side of the inner of the bowl that looks like a flame.

try searching under clam shell vase it should bring some stuff up - the additional lens allows for it to be stood at an angle as well as upright
